According to the Japanese economic news network in April 25th, the Japanese hope Party and the DPP held a new party consultation in Congress in April 24th, and decided that the new party was called the "National Democratic Party". The two parties have also established the party platform and basic policies, and strive to reach an agreement within a week and advance the procedures within the party. In the party platform, the new party put forward the idea of "creating a moderate reform party that includes tolerance from conservatives to liberals and nationals as its protagonists". It is expected that the new party will be formally established in May.

The report said the bipartisan Executive Committee called for more members to join the new party, but among the party members of the hope Party and the DPP members of the house of Representatives, there are more cautious people and the size of the new party is unforeseen. Kyodo News reported on April 24th also said that the two parties will hold their own party meetings in the future to explain the situation to their members of Parliament. The two parties plan to break the "Abe independence" and ask new members to join the new party.

After the consultations, the leaders of the two parties met with journalists. Tamaki Yuichiro, the leader of the Party of hope, told reporters in parliament that "in order to realize the national priority politics, we will struggle with the idea of starting from scratch." Otsuka Kohei, the leader of the DPP, stressed that "to safeguard national sovereignty, national life, national economy and promote its development".

The two people expressed the general name of the new party as "the Kuomintang". It is expected to be referred to as "nationals" in national elections, and will avoid duplication of "democracy" with the constitutional Democrats.

At the same time, Yu Mu and special adviser to the party and former leader Koike Yuriko (Tokyo governor) met in Tokyo to report on the policy of forming a new party. Xiao Chi said he hoped to continue pushing forward the reform and agreed to form a new party.

In 2016, the Democratic Party of Japan and the United Democrats set up the DPP, trying to shake Andouble's regime, but did not pose a threat to Andouble.  In September last year, Koike Yuriko quickly set up the new party's hope Party, and also tried to challenge Andouble. Subsequently, a part of the MPS moved to the small pool, and the other members, under the leadership of the party leader Eno Yukio, announced the establishment of the Constitutional Democratic Party in the early October.
